Bio:

Bob Smith is the Director of Sales for Veregy’s Central Region and brings more than 35 of experience in the energy services industry. A recognized leader in Energy Savings Performance Contracting (ESPC), Bob has helped shape the energy efficiency landscape across Illinois and the Midwest through his work with public agencies, utilities, and private-sector organizations.

Since joining Veregy in 2019, Bob has worked closely with K–12 school districts, higher education institutions, counties, and municipalities to develop energy optimization and infrastructure modernization strategies. He is known for his expertise in ESPC, IRA direct pay opportunities, clean energy technologies, geothermal systems, and performance measurement and verification.

Bob played a key role in helping establish the legislative framework that enabled ESPC procurement in Illinois and has founded and managed multiple successful Energy Service Companies throughout his career. His collaborative approach and deep understanding of public-sector energy projects make him a trusted advisor for organizations pursuing efficiency, resiliency, and decarbonization goals.

State And Local Government

Across his extensive Midwest portfolio, Bob has helped cities, counties, and public agencies identify, fund, and implement energy efficiency and infrastructure improvement programs that reduce operating costs while improving comfort, safety, and service delivery for residents. His deep familiarity with Illinois procurement law, including the ESPC enabling statutes he helped shepherd into passage, gives him a rare ability to guide clients from concept through contract execution with confidence. Bob works across community types and scales, from major metropolitan counties and regional airports to smaller municipalties, consistently helping public leaders unlock the capital trapped in energy waste and redirect it into lasting facility improvements. He also brings working knowledge of IRA direct pay provisions, actively helping clients model eligibility for geothermal, solar, storage, and EV charging to improve project economics within a guaranteed savings structure.

K-12 and Higher Education
Few energy services consultants in Illinois can match Bob’s track record with educational institutions. Over the course of his career, he has partnered with dozens of K–12 school districts and college campuses to develop energy efficiency programs that stretch limited budgets, extend aging infrastructure, and create better environments for students and staff. Bob understands the governance and financial dynamics unique to public education, annual appropriations, bond referendum cycles, and deferred maintenance pressures, and helps district leadership reframe the question from, “What can we afford this year?” to “What can we self-fund through guaranteed savings?” His educational portfolio spans urban, suburban, and rural districts of all sizes, equipping him to advise any institution regardless of scale, tax base, or facility complexity.
Industry Leadership
Bob’s contributions to the Illinois energy services industry extend well beyond any individual project. Beginning in the late 1980s, he was among the first practitioners to recognize that ESPC could be a transformational tool for public-sector infrastructure renewal, long before the concept was legally codified in Illinois. He worked directly with state legislators to draft and advance the enabling procurement statutes that gave local governments the authority to execute ESPC agreements, effectively creating the market he would spend the next three-plus decades building. As the industry matured, Bob founded and managed Energy Service Companies for both public utilities and private-sector firms, developing an unusually complete view of the ecosystem from both sides of the table, institutional knowledge he brings to every Veregy engagement today.
