Bio:

Scott Brown is the Director of Solutions Development and Engineering at Veregy and brings more than 25 years of experience in the energy and infrastructure industry. A licensed Professional Engineer and certified energy specialist, Scott leads the development of large-scale Energy Savings Performance Contracts (ESPCs) that help local governments, school districts, and public institutions modernize infrastructure, reduce energy consumption, and achieve decarbonization goals through guaranteed-savings programs.

Since joining Veregy in 2020, Scott has guided the delivery of hundreds of millions of dollars in performance-guaranteed projects. He is recognized for his expertise in ESPC, geothermal HVAC systems, clean energy generation, advanced building automation, and Inflation Reduction Act (IRA) direct pay strategies.

With advanced degrees in Mechanical and Aerospace Engineering, Scott combines technical rigor with practical project execution, transforming complex facility assessments into bankable energy solutions. He is also known for building and leading high-performing engineering teams, aligning diverse technical disciplines to deliver projects on time, on budget, and with measurable results for clients.

Project Implementation

Springfield Public Schools

Scott led the engineering and design of a comprehensive geothermal HVAC modernization across three Springfield Public Schools campuses, including Carver Middle School, Disney Elementary School, and Sequiota Elementary School. The project replaced aging mechanical systems with a high-efficiency renewable heating and cooling solution featuring a 174-well geothermal loop, water-source heat pumps with humidity control, energy recovery units, and Veregy’s Orchestrate building automation platform. Structured as a guaranteed Energy Savings Performance Contract (ESPC), the project helped the district reduce energy consumption, improve operational performance, and advance its sustainability goals.

The $14.1 million project also leveraged approximately $4.13 million in Inflation Reduction Act (IRA) investment tax credit incentives through direct pay opportunities, improving project affordability and accelerating the district’s return on investment. Through innovative engineering and advanced energy technologies, the modernization is expected to generate more than $691,000 in guaranteed annual savings while delivering long-term reliability, enhanced occupant comfort, and meaningful reductions in carbon emissions across all three campuses.

City of Jefferson City

Scott directed a city-wide energy analysis and infrastructure modernization program for the City of Jefferson City, improving energy performance and operational efficiency across multiple municipal facilities. The project replaced aging HVAC systems with ground-source geothermal technology at City Hall, the Police Department, and the Animal Shelter, while upgrading more than 1,000 lighting fixtures to high-efficiency LED technology across city buildings, including fire stations and the Transit Center. Additional improvements included the installation of Wi-Fi-enabled thermostats that provide enhanced zoning control and greater visibility into building performance.

The $2.4 million project was structured as a 15-year guaranteed Energy Savings Performance Contract (ESPC) and is expected to leverage nearly $2 million in Inflation Reduction Act (IRA) Direct Pay funding to offset project costs. Through a combination of renewable energy, lighting modernization, and advanced controls, the initiative is projected to generate more than $134,000 in guaranteed annual savings while reducing operating costs, improving facility comfort, and supporting Jefferson City’s long-term sustainability and resilience goals.

Montgomery County Courthouse & Jail

Scott oversaw a comprehensive infrastructure renewal and energy modernization program for the Montgomery County Courthouse and Jail, preserving critical public facilities while improving long-term operational performance. The project addressed significant deferred maintenance needs through masonry restoration, tuckpointing, cleaning and sealing, roof replacements at both facilities, window upgrades, plumbing improvements, and enhancements to jail infrastructure, including cell door locks, showers, and epoxy flooring. These improvements helped extend the useful life of the facilities while maintaining the historic character of the courthouse.

To improve energy efficiency and occupant comfort, the project included the installation of a 32-well ground-source geothermal HVAC system integrated with a new building automation system, as well as LED lighting upgrades throughout the facilities. Structured as a 15-year guaranteed Energy Savings Performance Contract (ESPC), the $5.72 million project delivers measurable operational improvements and more than $31,000 in guaranteed annual savings. The comprehensive approach enhanced facility reliability, reduced energy consumption, and positioned Montgomery County for long-term cost savings and sustainable operations.
